Terrorists and criminals with firearms differ in one major way. Criminals use the guns as means of committing crime and facilitating escape, whereas terrorists use them to inflict casualties. This means that the terrorist is going to keep shooting until they exhaust their ammunition and/or they are incapacitated by first responders.
