Without even considering air to ground communications, LAPD needs to address their outdated way of communicating from dispatcher to car.  LAPD is one of few agencies that use radio codes very sparingly.  For example  instead of saying "459 Vehicle in progress"  The say "burglary from motor vehicle in progress" and repeat it.  That is a waste of air time. Also on "Hot Shot" calls, the dispatcher will put out the call  to "any available unit"  if no one answers up they have to repeat the broadcast again.  That is just part of their problem, but it wastes valuable air time.

Maybe a workable solution for air to ground communications would e for a primary car (on scene supervisor) act as the primary communications link between on scene units and aircraft.  In the fire service when thousands of resources are on scene of a brush fire, they communicate on designated channels and there are commanders who focus on specific channels.

Ultimately, having designated channels and specific limited communications on those channels can significantly reduce confusion and missed critical communications.
