In recent months, Sullivan County, N.Y., has seen an increase in its population of convicted sex offenders, with more than 50 individuals now requiring monitoring. The county has taken steps to provide additional training for five officers and is in the process of obtaining Field Search, free software offered by the NLECTC System (http://www.justnet.org) that will help probation and parole officers perform searches of offenders� computers.

Elyria to Place Surveillance Cameras in Downtown

The Elyria, Ohio, City Council has announced plans to use a portion of its $957,000 in 2011 Community Development Block Grant funds to fund the placement of surveillance cameras in the city�s downtown area. The $40,000 expenditure will pay for start-up software and up to four cameras, which will send images to the Elyria Police Department. The Council previously considered implementing the use of surveillance cameras in 2010, and an increase in shootings and violent episodes during the course of the year helped push the proposal through this year. Additional cameras can be added to the system in the future.

New Cameras Will Target Stolen Cars

In Montgomery County, Texas, the sheriff�s office plans to add automated license plate recognition (ALPR) cameras to patrol cars later in 2011 and is presently engaged in investigating equipment options. During the trial phase, use of the equipment has already led to the recovery of a stolen vehicle. Woodlands Township approved the purchase of ALPR equipment in November 2010 and the sheriff�s office is testing equipment from three different vendors before making a purchase.

Police to Upgrade In-Car Camera System

The towns of Georgetown, Milford and Laurel, in Delaware, will share in more than $20,000 in federal Edward Byrne Memorial Grant funding, and Georgetown Police Chief William Topping says his jurisdiction�s portion will go to fund an upgrade of the area�s in-car video cameras from VHS to digital. The system currently in use in the department�s vehicles is 10 years old and faces major technology issues. The new digital system will transfer the recordings to the server when officers return to the station. The Laurel and Milford police departments will use their share of the grant money to make upgrades to basic equipment such as cameras and surveillance equipment, laptop computers, radios and in-car printers.

The Lewiston (Idaho) Police Department recently implemented a new mobile messaging service as part of the city�s �Notify Me� project. Previously, residents who signed up for Notify Me receive e-mail updates on a variety of topics related to city issues. Now, the police department has launched a new component, text messages that will alert citizens to breaking crime-related news and potentially lead to tips and information that may help police solve crimes. Standard wireless messaging rates will apply; residents can sign up by going to the city�s website.
KC Scout Will Help Police With Crime Mapping

Crosslake Police Awarded Speed Measuring Device

Nine law enforcement agencies in Minnesota, including the Crosslake Police Department, have received a Kustom Signal, Pro Laser III, LIDAR (light detection and ranging) unit due to participation in the Safe and Sober enforcement effort during October 2010. The LIDAR unit will allow an officer to check the vehicle speed in high-volume traffic situations. The Minnesota Department of Public Safety awarded the units in recognition of the nine departments� commitment to enforcing traffic laws. Safe and Sober is a statewide and national law enforcement campaign designed to increase seat belt and child seat use and also decrease the incidence of impaired driving.

D.C. Jail to Fingerprint Visitors, Check for Warrants

Starting in March, everyone who visits the District of Columbia�s jail will have their fingerprints scanned and checked against law enforcement databases to see if there are any outstanding warrants. It�s an additional use for the �live scan� digital fingerprint technology already used by the D.C. Department of Corrections on inmates entering and leaving the facility. Funding for the expanded program comes from a $134,000 federal grant. If the technology turns up an outstanding warrant, the visitor will be taken into custody and the D.C. police contacted. The D.C. DOC is also researching the possibility of implementing retinal scanning for inmates.

Sacramento County Uses Biometrics to Remove 461 Undocumented Aliens in First Year

In the past year, 461 convicted criminal aliens have been removed from Sacramento County, Calif., thanks in large part to the county�s participation in the U.S. Immigration and Customs Enforcement�s (ICE) Secure Communities biometric information-sharing initiative. Sacramento County identified 192 individuals considered Level 1 offenders convicted of serious or violent crimes such as murder, sexual assault and robbery and used Secure Communities to notify ICE that these individuals were in custody. Sacramento County is one of 41 California jurisdictions participating in Secure Communities.
