JOB SUMMARY:
The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) is ranked as one of the top 15 places to work in the Federal government and one of the top law enforcement agencies. This position is located in the Office of Management, Logistics and
Acquisition Division, Policy and Safety Branch, Washington, DC. The Policy and Safety Branch is responsible for the planning, development and coordination of directives, and acquisition policies/procedures in accordance with Federal laws and regulations; providing acquisition management oversight and review; providing a safe and healthy workplace environment free from recognized hazards; protecting ATF personnel at post-fire/blast scenes from potential occupational exposures; ensuring ATF is environmentally safe against any known potentially harmful effects that are within our control to eliminate or contain; and administering the workers compensation program.
The primary responsibility of this position is developing acquisition and procurement policies and procedures. Also, planning, coordinating, and overseeing internal evaluation and review of activities for acquisition operations.
KEY REQUIREMENTS:
Must be able to obtain a Top Secret clearance.

- Develops regulations to redefine policy in the design and execution of strategy for procurements.
- Interprets and reviews the Federal Acquisition (FAR), Federal procurement laws (e.g., Federal Acquisition Streamlining Act, Federal Acquisition Reform Act, Information Technology Management Reform Act, and Justice Directives.
- Reviews acquisition plans, vendor proposals, and negotiation memoranda associated with highly complex, large dollar value solicitations and contracts.
- Serves as a team leader and project manager on internal acquisition program review and evaluation activities.
- Develops and conducts training courses. Writes course materials and lesson plans, develops training aids, and conducts classes.
- Represents the Division on various committees, boards, task forces, etc. for a variety of projects. Participates in acquisition and procurement conferences, seminars, and fairs sponsored by various government and nongovernment organizations.
- Conducts research, special studies and analyses required for the development of policy positions and implementation of new legislation.
