ATTORNEY ADVISOR (2 Positions) EXECUTIVE OFFICE FOR UNITED STATES ATTORNEY General Counsel’s Office10-EOUSA-010
April 27, 2010 - About the Office: The office is ideally situated among two Metro stations, one block from the Judiciary Square metro stop, and a short walk to Union Station and Verizon Center (formerly MCI Center). The Executive Office for United States Attorneys (EOUSA) was rated 6 of 216 agency sub-components and deemed one of the best places to work. This position is located in the General Counsel’s Office which is a fast-paced component of the Department of Justice and is responsible for providing a full range of administrative and legal advice and services to the 94 United States Attorneys Offices (USAO) throughout the United States, GUAM, Puerto Rico, and the Virgin Islands. The USAOs range in size from approximately 25 to 700 employees and each office is headed by a Presidentially-Appointed United States Attorney. Responsibilities and Opportunity Offered: The General Counsel staff is functionally responsible for providing support to the Director, EOUSA and the United States Attorneys and their staffs (USAOs) in personnel, EEO, performance and disciplinary matters, government ethics, standards of conduct, procurement and fiscal law matters, criminal issues, and other general administrative and legal issues. Incumbent will also provide training in areas of General Counsel expertise for USAOs and EOUSA staffs. Duties includes but are not limited to:
• Serves as Assistant General Counsel and provides expert legal advice and assistance to the 93 United States Attorneys and their staff and EOUSA in the interpretation, intent, and applicability of Federal laws, regulations, and programs in the assigned area(s) of law often involving complex and unique legal issues. In addition, acts as a liaison between the USAOs and the Department components, including the Office of Professional Responsibility and the Office of Inspector General.
• Consults with and provides authoritative advice and guidance to U.S. Attorneys' Offices on highly complex legal matters including policy, ethics and standards of conduct, program requirements, and employment issues.
• Represents the Department of Justice in litigation matters filed by EOUSA and USAO employees before the Equal Employment Opportunity Commission (EEOC), the Merit System Protection Board, and the Office of Special Counsel.
• Routinely provides training to EOUSA and USAO management officials and employees at the National Advocacy Center and at USAO’s across the country.
• Drafts interpretative and administrative legal opinions, regulations and other guidance in assigned area(s) of law.
