In October 2007, DOJ released the International Organized Crime Threat Assessment, an interagency document that outlined eight strategic threats posed by IOC, thereby demonstrating the need for a concerted government-wide effort to combat it. In response to the threat assessment, DOJ next released the United States Law Enforcement Strategy to Combat International Organized Crime in April 2008. The four areas of action called for within the strategy were: (1) marshalling intelligence and information; (2) prioritizing and targeting the most significant IOC threats; (3) employing all available tools to dismantle IOC; and (4) developing aggressive strategies to dismantle entire criminal organizations.
