In order to successfully combat terrorism around the world, there must be a universal method of identifying potential terrorists or terrorist organizations. In order to accomplish this task, nations must come to an agreement on an objective definition of the word terrorism. Unfortunately, many nations around the world define terrorism differently. The lack of a common definition of terrorism may allow one nation to identify an organization as terrorist group, while another nation identifies the same organization as a legitimate group. This is often referred to as, "one man's terrorist is another man's freedom fighter."

I think we can count Al-Quaide as almost all men's terrorist. It is the only one terrorist group which has ability to carry out attacks in any country in the world, regardless it has muslim,christian or jewish population.
Some countries,such as Spain,Turkey and Israel, have got also some "regional" terrorist organizations in addition to Al-Quaide. ETA in Spain,Hizbollah in Israel, PKK and Turkish Hizbollah in Turkey have been causing many deaths for long years in these countries. Unfortunately, those terrorist organizations are the freedom fighters of some other countries. Its main reason must be the political concerns of the politicians. I am sure if PKK choose civilian targets in Denmark and if it causes many civilian deaths every year as what in Turkey, Denmark will immediately stop to allow broadcasting of PKK television from its lands,named Roj TV. And I am sure BBC will stop to call those terrorists as freedom fighters.
Iran will never want Hizbollah to stop its activities in Israel and Turkey as well because of its political concerns.
Few samples above to understand better why it is too hard to make a consensus on defining terrorism.
