I think, just like the rest of the world, anyone with a plan to commit a terrorist act can recruit and research from the comfort of his/her own livingroom via the internet. A terrorist can accumulate financial backers for his/her cause and form a network of faceless members all working toward the same end. The anonymity is pretty scary if you think about it, very hard to infiltrate or eliminate.
